An actuator (100) is provided with a movable part (130), a support part (110) that surrounds the movable part, a torsion bar (120) for coupling the movable part and the support part so as to enable the movable part to swing, a drive coil (140) which is formed in the movable part and does not extend to the exterior of the movable part, a power source coil (150) which is formed in the support part and by which a control current for causing the movable part to swing is supplied, and a magnetic field applier (160) for applying a static magnetic field to the drive coil.
