Its functions and powers, set out in the Northern Ireland Act # and developed further in the Justice and Security (NI) Act # include advising Government and the NI Assembly of measures that ought to be taken for the protection of human rights; reviewing the effectiveness of human rights law in Northern Ireland, carrying out investigations; including statutory powers to compel evidence and access places of detention in connection with its investigation; assisting individuals bringing judicial proceedings on ECHR grounds; and submitting advice to the Secretary of State on the scope for a Bill of Rights for Northern Ireland
