(79) I betragtning af, at selve begrebet »fighting ships«, saaledes som det beskrives ovenfor, og alt hvad det indebaerer, saaledes er ganske velkendt i soefartskredse, er Cewal's brug af udtrykket »fighting ships« i adskillige dokumenter, som er i Kommissionens besiddelse, og nedsaettelsen af et saerligt Cewal-udvalg med betegnelsen »Special Fighting Commitee« et klart udtryk for medlemmernes vilje til at benytte denne konkurrencebegraensende praksis.
