Nachdem im Jahr 2001 Washington einseitig und zynisch die Verhandlungen zu dem sich damals bereits im Endstadium der Ausarbeitung befindlichen Protokoll zur Stärkung der Konvention über das Verbot biologischer Waffen und Toxinwaffen zum Scheitern brachte, begannen die Amerikaner mit der konsequenten Blockierung jeglicher Versuche, die Konvention auf einer juristisch verpflichtenden Grundlage zu stärken, zum Beispiel durch die Schaffung eines Verifizierungsmechanismus.
