As more low- and middle-income countries follow Rwanda’s example and confront the untallied cost of inaction with respect to cervical cancer, vaccine market dynamics and tiered pricing agreements will most likely drive down vaccine prices in these settings, as has occurred with the pneumococcal conjugate vaccine (which Rwanda was also the first low-income country to roll out).18
