It recommended an equalization of freight rates; that the Board of Transport Commissioners establish a uniform system of classification of rates throughout Canada, excluding the Maritimes; that the Board establish a uniform system of accounts and reports for the railways; and that the lower rates on grain and flour as set out in the Crowsnest Pass Agreement of 1897 continue.

Il recommandait l'harmonisation des tarifs de transport, l'établissement d'un système de classification des tarifs uniforme à la grandeur du Canada, à l'exception des Maritimes, par la Commission des transports du Canada, l'établissement d'un système uniforme de comptes-rendus et de rapports sur les chemins de fer par la Commission et le maintien des taux plus inférieurs pour le transport du grain et de la farine conformément à l'Entente du Pas-du-Nid-de-Corbeau de 1897.
