The 18 District Courts have original jurisdiction over most civil and criminal cases. Additionally, the District Court appellate panel may exercise appellate jurisdiction over cases in which a single District Court or Branch Court judge has rendered the decision.

ปัจจุบันประเทศเกาหลีใต้มีศาลแขวงทั้งหมด 13 ศาล ศาลแขวงจะมีเขตอํานาจศาลดั้งเดิมเหนือคดีแพ่งและคดีอาญาเกือบทั้งหมด นอกจากนี้ศาลแขวงแผนกคดีอุทธรณ์ยังมีอํานาจพิจารณาคดีอุทธรณ์ที่มาจากการอุทธรณ์คําพิพากษาของศาลแขวงที่ผู้พิพากษาท่านเดียวมีอํานาจพิจารณาคดี (single District Court) หรือศาลในสังกัดของศาลแขวง ซึ่งโดยส่วนใหญ่ในศาลแขวงผู้พิพากษาท่านเดียวจะเป็นผู้พิจารณาคดีและพิพากษา
