Some members also observed that, by defining the atmosphere as “the layer of gases surrounding the earth in the troposphere and the stratosphere” the definition might have impliedly imposed an upper limit, thereby encroaching into questions relating to “outer space”, including its delimitation, which are excluded from consideration by the terms of the understanding.
