ويشير التذييل إلى أن هذه التقديرات ليست مرضية بعد، ويعود ذلك في جانب منه إلى أنها ينبغي أن ترتكز على التقديرات الخاصة بكل بلد مستفيد على حدة، ولكن البلدان المستفيدة لم تشرع بعد في إنجاز العمل المطلوب منها في عملية تقدير التكاليف هذه.
