Does the Minister share my concern that the residents of Flint Castle ward , which , as you say , is a Communities First area , were forced to take direct action when their local Labour councillor attempted to impose top-down political control on their proposed residents ' committee ? Does this not represent the culture of misrepresentation , manipulation and malevolence that has earned Flintshire County Council the title of the worst rotten borough in the United Kingdom ?
