If, at any stage of the administrative processing of grant applications, the persons or entities concerned consider that they have been affected by an instance of maladministration, they may, irrespective of any other means of redress, lodge a complaint with the European Ombudsman in accordance with Article 195(1) of the EC Treaty and as provided by the European Parliament Decision of 9 March 1994 on the regulations and general conditions governing the performance of the Ombudsman's duties, published in Official Journal of the European Communities L 113 of 4 May 1994.

A tous les stades du traitement administratif des dossiers de subventions, lorsque les personnes ou entités concernées estiment avoir fait l'objet d'un cas de mauvaise administration, elles peuvent, indépendamment de toute autre voie de recours, déposer une plainte auprès du Médiateur européen, conformément à l'article 195 § 1 du traité CE et dans les conditions prévues par la décision du Parlement européen du 9 mars 1994 concernant le statut et les conditions générales d'exercice des fonctions du Médiateur, publiée au Journal Officiel des Communautés européennes L 113 du 4 mai 1994.
