تشجيع الدول على اتخاذ إجراءات ترمي إلى تنظيم القطاع المالي، والقطاع غير المالي، والتحويلات المالية، وعمليات نقل العملات وغيرها من الصكوك لحاملها نقلا فعليا بصورة غير مشروعة عبر الحدود، والقطاع غير الربحي، وذلك من أجل ضمان ألا يُساء استخدامها لغرض تمويل الإرهاب.

Encourage States to take action to regulate the financial sector, the non‐financial sector, remittances, the illegal physical cross-border transportation of currency and other bearer instruments, and the non‐profit sector in order to ensure that they are not abused for the purpose of terrorist financing.
