وبحثت البعثة حالة البلد بالفعل، مع إيلاء اهتمام خاص لما يوجد في ميدان التنمية من عقبات ونواح من نواحي الضعف، ولاحظت أن منغوليا بلد ساحلي يضم نظما إيكولوجية في غاية الهشاشة، وأن جغرافية هذا البلد ونطاقه الاقتصادي المحدود يلعبان دورا هاما في تحديد مدى ضعفه.

The mission examined the actual situation of the country, with particular regard to its development constraints and vulnerabilities, and noted that it is a landlocked country with very fragile ecosystems, whose geography and small scale of economy play an important role in defining its vulnerability.
