The Independent Expert shares the view of the commission established by the Government of Norway to investigate capital flight from developing countries, that States do not have an unlimited license to pursue their own self-interest at any cost; indeed, the primary constraint on State sovereignty is that domestic policies should not undermine the sovereignty of another State.

El Experto Independiente comparte a ese respecto la opinión de la comisión establecida por el Gobierno de Noruega para investigar la fuga de capitales de los países en desarrollo, a saber, la de que los Estados no tienen licencia ilimitada para promover su propio interés a cualquier coste; en efecto, la principal limitación a la soberanía de un Estado consiste en que sus políticas internas no han de suponer un menoscabo de la soberanía de ningún otro Estado.

L’Expert indépendant partage l’opinion de la commission établie par le Gouvernement norvégien pour enquêter sur la fuite des capitaux des pays en développement, selon laquelle les États ne sont pas autorisés sans restriction à servir leurs propres intérêts à tout prix; en effet, la principale restriction à la souveraineté d’un État réside dans le fait que sa politique nationale ne doit pas porter atteinte à la souveraineté d’un autre État.
