وأفادت المنظمات الهولندية غير الحكومية بأن هناك سبباً هاماً وراء وجود المدارس ‘السوداء‘ و‘البيضاء‘ ألاّ وهو ما يسمى ب ‘الارتحال الأبيض‘، يتسبب فيه نظام المدارس الهولندي، إذ يسمح لكل الآباء والأمهات باختيار أي مدرسةٍ لأبنائهم.
