ب) أن تهنئ الولايات المتحدة كذلك على ما أبلغت عنه من استهلاك # طناً محسوبة بدالة استنفاد الأوزون من المادة الخاضعة للرقابة (بروميد الميثيل) في المرفق هاء في عام # ، وهو ما يبين أنها كانت في حالة امتثال لالتزاماتها بموجب بروتوكول مونتريال بالمحافظة على التخلص التدريجي التام من هذه المادة المستنفدة للأوزون في تلك السنة إلا في حدود الإنتاج المسموح به بموجب أحكام الإنتاج من أجل الحاجات الأساسية المحلية في البروتوكول؛

b) To further congratulate the United States of America on its reported consumption of # tonnes of the Annex E controlled substance (methyl bromide) in # which showed that it was in compliance with its obligations under the Montreal Protocol to maintain total phase-out of that ozone-depleting substance in that year except to the extent of production that was allowed by the basic domestic needs production provisions of the Protocol
