12 - ويحظر النظام المالي والقواعد المالية للأمم المتحدة على الصناديق الاستئمانية أن تعمل في مركز نقدي سالب، وبالتالي ينبغي أن تعمل أمانة الأوزون، بالتنسيق مع الأطراف، على وضع خطط ملائمة للتخفيف من أثر ذلك قبل نهاية عام 2016.

The Financial Rules and Regulations of the United Nations prohibit trust funds from operating in a negative cash position and, as such, the Ozone Secretariat, in coordination with the parties, must put in place adequate mitigation plans before the end of 2016.
