Mehr noch, es war sogleich offenkundig, daß auf Grund der Order in Council notwendig werdende zusätzliche Beschränkungen durch eine Vereinbarung mit dem Trust auferlegt werden konnten. Die bestehende Vereinbarung sorgte nur für die Zurückhaltung von Banngut und musste deshalb erweitert oder durch ein neues Abkommen ersetzt werden, das uns die Zurückhaltung aller Güter deutschen Ursprungs und deutscher Bestimmung ermöglichte. Der holländische Handel und die holländische Industrie sind so eng mit dem deutschen Industriesystem verbunden, daß viele Einzelpunkte erwogen werden mussten, bevor zufriedenstellende Prüfungsmethoden für das, was eine holländische und das, was eine deutsche Ware bildete, ersonnen werden konnten.

More than this, it was at once patent that if additional restraints were to be imposed under the order in council, then, they could be imposed by agreement with the trust: the existing agreement provided only for the detention of contraband, and therefore needed to be enlarged or superseded by a new agreement, which would enable us to stop all goods of German origin and destination. Dutch commerce and industry are connected so closely to the German industrial system, that many points of detail had to be considered before satisfactory tests of what constituted Dutch, and what German, goods could be devised; but it was patent, from the outset, that a satisfactory arrangement would be concluded, and that the trust would operate it loyally.
