ولم يتجاوز التقدم المحرز حده الأدنى في المفاوضات التي جرت على مدار 15 عاما بشأن مشروع الاتفاقية على الصعيد الفني، وربما يؤدي رفع المفاوضات إلى مستوى رؤساء الدول والحكومات إلى حشد الإرادة السياسية اللازمة للتغلب على الصعوبات المتبقية القليلة والتوصل إلى اتفاق بشأن مشروع الاتفاقية.
