وتوافق المنظمة على أن الدفع المستند إلى الضرورة يقتصر على الحالات التي يمكن الدفع بها ولا يقبل به إلا تحت شروط صارمة، وعلى وجه الخصوص ما يتعلق منها بحماية ”مصلحة أساسية ضد خطر جسيم ووشيك“( ).
