وذكرت اللجنة التحضيرية أنه ينبغي أن يطبق على الورقات المقترحة النهج العام المبين أدناه (وهو يماثل النهج الذي طبق في إعداد الوثيقة الأساسية لمؤتمر عام 1995 لاستعراض المعاهدة وتمديدها)، وذلك على النحو التالي: يجب أن تعطي جميع الورقات شرحا متوازنا وموضوعيا ووقائعيا للتطورات ذات الصلة، وأن تكون قصيرة قدر الإمكان وسهلة القراءة.

The Preparatory Committee stated that the following general approach should apply to the proposed papers (similar to the approach applied for the preparation of background documentation for the 1995 Review and Extension Conference): all papers must give balanced, objective and factual descriptions of the relevant developments, be as short as possible and be easily readable.

La Comisión Preparatoria señaló que se aplicarían las siguientes directrices generales a los documentos que se presentasen (estas directrices son parecidas a las que se siguieron en la preparación de documentos de antecedentes para la Conferencia de Examen y Prórroga de 1995): en todos los documentos se deben dar descripciones equilibradas, objetivas y fácticas de los acontecimientos pertinentes, y los documentos deben ser lo más breves posible y fáciles de leer.
