واختتم بيانه قائلا إن الأغراض الكامنة وراء الحق في حرية التجمع السلمي وفي تكوين الجمعيات تتمثل في الترويج للتعددية، والتسامح، وسعة الأفق، وهي عناصر تسهم بدورها في إنجاز الأهداف الديمقراطية، والتنمية والأمن.

The underlying purposes of the rights to freedom of peaceful assembly and of association were to promote pluralism, tolerance and broadmindedness, which in turn contributed to the realization of democratic goals, development and security.
