This view is confirmed by the very wording of the judgment in Van der Stijl; the fact that the Court held that the principles established in Grassi were `to be applied all the more strictly' where the institution had decided to hold an open competition does not, as the European Parliament has argued, in any way mean that they do not apply where the institution holds an internal competition.
