With regard to the follow-up process required under paragraph 19, the Unit had moved from a system of monitoring only actions taken by legislative bodies, introduced in the biennium 2003-2004, to a system of monitoring their implementation, in the biennium 2004-2005, and then to a system of monitoring the potential impact of its recommendations and tracking them through time.
