A plasma is generated under such conditions that the ratio of oxygen in a processing gas is within the range of 0.1-50% and the processing pressure is within the range of 1.3-667 Pa by using a plasma processing apparatus (100) which introduces a microwave into a chamber (1) by means of a planar antenna board (31) having a plurality of microwave radiation holes (32), while applying a high-frequency power to a stage (2).
