Hoewel de TA Luft volgens punt 1 ervan slechts van toepassing is op vergunningplichtige inrichtingen en op bepaalde bestuursmaatregelen met betrekking tot deze inrichtingen, bezitten de grenswaarden van de TA Luft toch algemene gelding, daar het begrip "schadelijke gevolgen voor het milieu" dat zij beoogt te concretiseren, noodzakelijkerwijs op dezelfde manier moet worden uitgelegd voor het hele toepassingsgebied van het Immissionsschutzgesetz.
