A loya jirga (grand assembly) was convened in June 2002 by former King Zahir Shah, who returned from exile after 29 years. Hamid Karzai was elected President for the two years in the jirga, in which the Afghan Interim Authority was also replaced with the Transitional Islamic State of Afghanistan (TISA).

Kesäkuussa 2002 kutsuttiin kokoon Loya Jirga, perinteinen suuri neuvosto, joka koostui lähes kahdesta tuhannesta eri ryhmien ja alueiden edustajasta.
