كما يعزز التغيير الثقافي الذي ينص عليه هذا القانون في مادته 21، المتمثل في الانتقال من النموذج الطبي البيولوجي إلى النموذج البيولوجي النفسي الاجتماعي، وذلك باتباع التوصيات التي تصدرها منظمة الصحة العالمية في هذا المجال، اعتماد نموذج ذي مكون مجتمعي لإعادة التأهيل الشامل.
