وفيما يتعلق بالاستفتاء، أُشير إلى أنه لا يمكن طرح سؤال يقتضي الإجابة عليه بنعم أو لا: فالضرورة تستدعي التوصل إلى اتفاق بشأن السؤال الذي سيُطرح للتصويت لتفادي وضع يكون فيه رابحون أو خاسرون، مما قد يسفر عن نتائج غير مرغوب فيها.

With reference to the referendum, it was pointed out the question could not be limited to a yes-or-no answer: it was necessary to find an agreement on the question to put to the vote, in order to avoid a winner/loser situation that could lead to undesirable outcomes.

Con respecto al referendo, se señaló que la respuesta a la pregunta no podía ser únicamente sí o no; era necesario alcanzar un acuerdo sobre la pregunta que debía someterse a votación con vistas a impedir que hubiese una situación de ganadores y perdedores, pues podría conducir a resultados indeseables.

Il a été constaté que la question qui serait posée au référendum ne pouvait être une question fermée : il était nécessaire que les parties s’entendent sur la question à mettre aux voix, afin d’éviter une dichotomie victoire/échec qui risquait d’avoir des conséquences négatives.
