ويرى الفريق العامل أن هذا الحكم الدستوري يخضع للآراء التي أعربت عنها لجنة البلدان الأمريكية لحقوق الإنسان في تقريرها المتعلق بأمن المواطنين وحقوق الإنسان، الذي أشارت فيه على بلدان المنطقة بما يلي:

The Working Group considers that the constitutional provision in question is subject to the views expressed by the Inter-American Commission on Human Rights in its Report on Citizen Security and Human Rights, in which countries in the region were advised as follows:
