Alle europæiske borgere har ret til at nyde Europas vande, både kystvande og indvande. De har ret til at udøve forskellige former for aktiviteter uden fare for mikrobiologisk forurening og, vigtigere endnu, ret til at blive informeret hurtigst muligt om vandets tilstand der, hvor de og deres børn skal bade.

Alle europäischen Bürger haben das Recht, die europäischen Gewässer, und zwar sowohl die Küsten- als auch die Binnengewässer, zu nutzen und ohne die Gefahr mikrobiologischer Verseuchung vielfältige Aktivitäten auszuüben, und sie alle haben vor allem Anspruch darauf, so schnell wie möglich über den Zustand der Gewässer informiert zu werden, in denen sie und ihre Kinder baden wollen.
