The conceptual approach of CSTO to ensuring the collective security of its member States sees the proliferation of nuclear and other weapons of mass destruction, their means of delivery and emerging military production technologies, in conjunction with attempts by individual countries, organizations and terrorist groups to achieve their political and military aspirations, as major sources of military risk.

Con su enfoque conceptual para garantizar la seguridad colectiva de sus Estados miembros la Organización del Tratado de Seguridad Colectiva considera que la proliferación de las armas nucleares y otras armas de destrucción en masa, sus sistemas vectores y las nuevas tecnologías de producción militar, junto con los intentos de determinados países, organizaciones y grupos terroristas para alcanzar sus aspiraciones políticas y militares, son las principales fuentes de riesgo militar.
