On 17 April 2003, a Memorandum of Understanding on Cooperation between the Office for Outer Space Affairs of the Secretariat and the Pro Tempore Secretariat of the Fourth Space Conference of the Americas was signed between the Foreign Minister of Colombia, Carolina Barco, and the Director-General of the United Nations Office at Vienna.

El 17 de abril de 2003 la Ministra de Relaciones Exteriores de Colombia, Sra.
