ويتمثل جوهر التغييرات في أنه يجوز لأصحاب العمل الحصول على شهادات على ثلاثة مستويات (المستوى الأساسي، ومستوى إعادة التأهيل، والمستوى الاستثنائي) وأن تعديل سبل الدعم ذات الأهلية يتم وفق مستوى الاعتماد.
