يحدد مؤتمر الأطراف العامل بوصفه اجتماع الأطراف في البروتوكول طرائق تشغيل صندوق الامتثال والقواعد والمبادئ التوجيهية المتعلقة باستخدام الموارد المالية، فضلاً عن الترتيبات الإدارية للصندوق.
