This is important for me, not only given that ECLAC, relevantly, is one of the principle seats of the Inter-American System, but also for the opportunity afforded to me, only a few days after my recent reelection as Secretary General of the OAS, to address an issue that was central to a debate around it: the state of democracy in the Americas, its strengths and weaknesses, and the role it has played and may play for the Organization of American States in its consolidation.

Ello es importante para mí, no solamente por la relevancia de la CEPAL como una de las principales sedes del sistema interamericano, sino por la oportunidad que se me brinda, a pocos días de mi reciente reelección como Secretario General de la OEA, de referirme al tema que fue el centro del debate en torno a ella: el estado de la democracia en las Américas, sus fortalezas y debilidades, y el papel que ha cumplido y puede cumplir la Organización de los Estados Americanos en su consolidación.
