En effet, alors que, dans le cas des congrégations pour la doctrine de la foi et Propaganda Fide, le pape avait confirmé en bloc les membres des dicastères et que, au contraire, à la congrégation pour le clergé, il n’avait confirmé personne, le souverain pontife est intervenu à fond à la congrégation pour l’éducation catholique : tantôt par des confirmations, tantôt par des adjonctions de nouveaux membres, ou encore par des évictions.
