I 18 år har den vestsahariske befolkning ventet på, at FN skulle gennemføre det, der blev fremlagt som værende løsningen på problemet, og som dengang blev godkendt af de to stridende parter — Kongeriget Marokko og bevægelsen Frente Polisario — nemlig en fri og retfærdig folkeafstemning om selvbestemmelse (FN har allerede påbegyndt en opgørelse over den del af befolkningen, der har stemmeret, og har fastlagt de spørgsmål, der skal behandles i omtalte folkeafstemning, nemlig integration i Marokko; selvstændighed inden for Kongeriget Marokko eller uafhængighed).

For 18 years, the Sahrawi people have been waiting for the United Nations to implement what was portrayed as the solution to the problem, a solution which was accepted at the time by the two opposing sides (the Kingdom of Morocco and the Polisario Front). This solution takes the form of a free and fair referendum on self-determination (the UN has already carried out a census of the population that would be eligible to vote and defined the questions to be asked in the referendum: integration into Morocco, autonomy within the Kingdom of Morocco or independence).
