أما إذا كان المقرر الخاص مُطالباً بأن يعلن مسبقاً، وفي كل الحالات، عن المرافق التي يرغب في زيارتها والأشخاص الذين ينوي مقابلتهم، فإنه يُخشى أن تُحجب أو تُغيَّر جوانب معينة من الحقيقة، أو أن يُنقل أشخاص معينون أو يُهددون أو يُمنعون من مقابلة المقرر الخاص.
