Several speakers said that the developed countries must play their part by banning exports on the one hand and, on the other, by helping raise average incomes in developing countries so that the average consumer could afford the non-ozone-depleting alternatives to cut-price, illicit refrigeration equipment, thus integrating poverty eradication and the elimination of CFCs and combating some of the perverse side-effects of globalization
