Having compared the size of the carbon footprint in the analyzed municipalities with the calculations carried out for the Starogard county, which is under a pilot program of low carbon development, as well as estimate values for Poland, presented in national and international reports on CO2 emissions, it was found that in most cases, the values are underestimated, which makes it difficult to identify the main sources of emissions and hence the implementation of effective low carbon policy at the local level in Poland.
