But this is no new procedure used today for the first time; very often in the course of the centuries the enemies of the Church have hesitated to make public profession of their opposition to the Catholic faith and to attack it openly; they brought cunning and subtle allegations that Catholics were plotting against the State. In the very same way the Jews accused the Divine Redeemer himself before the Roman governor, saying "We have discovered that this man is subverting the loyalty of our people, forbids the payment of tribute to Caesar."[

Simile modo di agire non è nuovo, né adoperato oggi per la prima volta: spesso, nel corso dei secoli, i nemici della chiesa, per non confessare apertamente che avversavano la chiesa cattolica e manifestamente perseguitavano, subdolamente e con raggiri speciosi hanno incolpato i cattolici di congiurare contro lo stato; nello stesso modo con cui una volta i giudei accusarono lo stesso divin Redentore dinanzi al pretore romano dicendo: «Abbiamo trovato costui che seduce la nostra nazione e proibisce di pagare il tributo a Cesare» (Lc 23,2).
