Jeden z hlavních rysů poslední novely stavebního zákona byl zaměřen na zjednodušení stavebního řízení (sloučení posouzení vlivů na životní prostředí s územním rozhodnutím nebo společným územním rozhodnutím a stavebním povolením), ale faktické využívání této možnosti je velmi nízké.
