إن كل من يعرف تاريخ أذربيجان يعرف أن مدينة خوجالي الواقعة على الجانب الجبلي من منطقة كراباخ منذ الألف الثالث قبل الميلاد هي من أقـدم المستوطنات البشرية في إقليم أذربيجان.
