The underlying theme of the project's recommendations is that "people, not process, hire people". Advances in achieving the project recommendations in 2005-2006 include: reducing the minimum posting time from 10 to 6 working days; introducing NRC job alert service; and establishing mandatory on-line applications.

Le thème sous-jacent aux recommandations du projet est que « ce sont les gens, pas les processus, qui embauchent d'autres gens » . Voici quelques-uns des progrès accomplis dans la mise en oeuvre des recommandations en 2005-2006 : le délai d'affichage des postes a été réduit de dix à six jours ouvrables; le Service Alerte-Emploi a été créé et les demandes d'emploi doivent obligatoirement être présentées en ligne.
