It is up to the regions and local authorities to recognise the opportunities offered them and to exploit competition actively as an inseparable part of the market economy. State dirigism and protectionism would represent a surrender in the face of the challenges of the EU's eastward enlargement.

Las regiones y municipios tienen en sus manos la posibilidad de reconocer las oportunidades que entraña y utilizar la competencia de forma ofensiva como parte indisociable de la dinámica de la economía de mercado; el dirigismo y el proteccionismo constituirían, por contra, una capitulación ante los retos que plantea la ampliación al Este de la UE.
