وجاء هذا المقرر ليغير تغييرا جذريا أحد الاعتبارات الأساسية التي كانت قد أفضت إلى تصميم التجربة الملغاة وهو الإتاحة النسبية للمترجمين الشفويين في مراكز المؤتمرات المختلفة.
