وبموجب هذا التشريع، يجوز لوزير السلامة العامة والتأهب لحالات الطوارئ ووزير الإيرادات الوطنية أن يشتركا في التوقيع على شهادة خاصة في الحالات التي توجد لديهما فيها أسباب وجيهة للاعتقاد بأن منظمة ما تتيح أو ستتيح موارد للإرهاب.

Under this legislation, the Minister of Public Safety and Emergency Preparedness and the Minister of National Revenue may jointly sign a special certificate in cases where they have reasonable grounds to believe that an organization makes or will make resources available to terrorism.
