২০০২ সালের ১৫ নং নির্বাহী আদেশের মাধ্যমে দেশের যৌথ ভোটার তালিকা থেকে আহমাদিদের বাদ দেওয়া হয়। ফলে তাঁদের একটি সম্পূরক ভোটার তালিকা নিবন্ধন এবং ইসলামী মতবাদের উপর তাদের বিশ্বাস ত্যাগ করার একটি ঘোষণা পত্রে স্বাক্ষর করা অপরিহার্য হয়ে পড়ে।
