وتلبية للطلب الوارد في مقرر المجلس الاقتصادي والاجتماعي 1991/262، قدم المقرر الخاص إلى اللجنة الفرعية وإلى لجنة حقوق الإنسان مشروع المبادئ التوجيهية المتعلقة بوضع تشريع عن حالات الطوارئ والواردة في المرفق الأول من تقريره السنوي الرابع (E/CN.4/Sub.2/1991/28/Rev.1).

Pursuant to the request contained in decision 1991/262 of the Economic and Social Council, the Special Rapporteur presented to the Sub‐Commission and to the Commission on Human Rights the draft guidelines for the development of legislation on states of emergency, which were contained in annex I to his fourth annual report (E/CN.4/Sub.2/1991/28/Rev.1).

Atendiendo a la solicitud contenida en la decisión 1991/262 del Consejo Económico y Social, el Relator Especial presentó a la Subcomisión y a la Comisión de Derechos Humanos el proyecto de directrices para la elaboración de disposiciones legislativas relativas a los estados de excepción, que figuraban en el anexo I a su cuarto informe anual (E/CN.4/Sub.2/1991/28/Rev.1).
